As our nation begins to return home to L’num’tgi, we also begin to turn towards our traditions. We look to the LNC to provide the first basic human necessity in a traditional home, albeit with modern amenities.
In our traditional Lnuismk language the word “Apaja'sit” is a return home. Traditionally we saw the Earth as the great mother and thus mound homes like this were thought of as earth wombs. Both warm in the winter and cool all year round. Not only do these semi-submerged homes provide excess agricultural space, but they are also ecologically responsible and enduring.
As we work forward toward the Home Mound Apaja'sit Act we begin to ground ourselves in a more stable and sustainable future. The “Home Mound Apaja'sit Act” helps fulfill the LNC’s housing commitments to our Lnug population and to every Lnug generation to follow.

7 Generations ahead is ultimately all
that we are building our nation for. It is each adult's duty to donate a better start to the next generation regardless of parental status. Giving our children not only what all other nations afford theirs but also what they deserve and are entitled to is the ultimate mandate of the LNC; and this mandate starts with the “Fun To Mental Mastery Academy”. This Elementary school from grades 1 through 9, shall ensure our Lnug children get the best curriculum North America has to offer. It will ask more of our children rather than expecting less of them. It will bolster their esteem, and earn them a warranted confidence.

Due to the clear glacial melt just north of us, L’num’tgi is blessed with some of the cleanest natural freshwater the world has to offer, so much so that our Northern portion of the continent is home to 20% of the world's accessible drinking water. Upon arrival to our continent the Europeans remarked on the freshness of our water calling it sweetwater. As of Feb 2023, 618 reservations, which equates to 18% of all reservations here, remain without clean drinking water. Since these vassal nations continue to rely on the British descendants to supply them with some of the cleanest water the world has to offer predictably the water runs putrid through foreign hands into our native lands.

Before we Lnug contracted our current
socio-psychological condition of “Every Lnug for
themself” some 400 years ago. We practiced a different philosophy, one that acknowledged it a sin to allow any human to starve. Thus before the invasion all Lnug were responsible for raising crops and all were responsible for sharing those crops with the rest of the local Lnug community.
Thankfully this is a condition the LNC will be restoring through the power of your taxes. As the imperial-government allows food prices to break the bank on its citizens we tend to the fundamental needs of ours. The Lnug Communal Sister’s Grocers (or LCSG) will produce food and will learn to accommodate the requirements of our people as it grows. This initiative is the LNC’s way of meeting the food security needs of the Lnug population while reducing Lnug grocery bill-demands allowing Lnug citizens to keep both our bellies, and our pockets full.

In our northern territory of L’num’tgi energy is no luxury, it is in fact a necessity. Without the ability to cook your food, light your homes or watch MadMen you’re likely to go mad yourself on a cold winter night. Additionally as we look to take the chill off, or charge our modern devices for work and play we look to a single source electrical grid for our salvation from colonial-era style living.
That “single source” is known to have displaced 17 indigenous communities from L’num’tgi and continues to force their descendants, us to reward our assailants for this act of forced eviction. This exploitation of our people must stop.
Within the 1st year of National-self recognition the LNC will begin retrofitting all Lnug citizen owned-homes within L’num’tgi with an Independent Domestic Power Plant Systems (or DIPPS). Composed of a number of integrated and sustainable energy sources, each Dipp system will completely liberate Lnug citizens from the anxiety of fluctuating energy costs, immoral enslavement to the energy grid, as well as from.
In addition to fulfilling the LNC’s Free Energy policy this is also an economic emancipation. Meet Our Council
The Preliminary Lnug National Council is composed of 2 Keptin 5 Nnu'sgaw/Naganus and a single Saqmaw. The terms Nnu'sgaw & Naganus are the feminine & Masculine forms respectively of what would best be translated as Leaders or councillors. The word is derived from the word Nagaset meaning "Sun" who is the ultimate leader of each day. The Keptins are deputy Saqmaq in the absence of the Saqmaw. While the Saqmaw himself is defined as the "First Among Equals", thus he must be willing to take the brunt before asking anyone else to do so, and build within himself the strength to withstand
all storms.

Mandates
Mandates are the principles objectives and ordinances that govern the Lnug National Councils leadership of the Lnug Nation. The Nnu'sgaw & Naganus' are accountable to work within these mandates and are responsible for seeing these ideals through to fruition.
Lnug Citizenship 1.0
Lnug Citizenship is how members of the Lnug Nation are officially identified. All citizenship must be gained through the legal application process overseen by the (P)LNC.
(1.1) While individuals may have Lnug heritage by birth and blood, citizenship is an official standing of entitlement to the rights afforded to the Lnug citizens alone.
(1.2) Acquisition and Maintenance of Lnug citizenship.
a) Acquisition and Maintenance of Lnug citizenship relies heavily on the bonds of family. As such knowledge of one’s pedigree going back to the seventh generation is strongly suggested preferably on the matrilineal side.
b) Aspiring citizens must solemnly pledge the following oath before two (P)LNC officials prior to being accepted as citizens.
c) In order to acquire or sustain Lnug citizenship a person must have Lnug heritage which is determined by the (P)LNC. Additionally all citizens are required to be up to date with payment of their taxes. Taxes are due every Lnug-calendar month which is set 13 times annually or every 28 days. This same amount can be paid once annually, or once every 11 Gregorian-calendar months and twice in the month of December. The amount of tax may change only by the (P)LNC’s unanimous-vote and is to take effect, no earlier than six(6) Lnug-calendar months from the point of public notification.
(Presently the monthly Lnug tax rate stands at $6 Canadian dollars a month. This means that the annual tax for each non-dependant Lnug citizen is $78 Canadian dollars)
(1.3) Lnug citizenship dependency status is afforded to all biological offspring of Lnug citizens. Should a child be legally adopted by a Lnug citizen, that child too holds equal Lnug citizenship dependency status. Lnug dependency status is also afforded to citizens of the elderly, infirm, and mentally-disabled. Lnug Citizenship for dependents is half the cost that it is for common citizens. When a common citizen has two(2) or more dependent citizens the cost of citizenship is the same as a common citizenship no matter the number of dependents the common citizen has.
(1.4) Senior citizenship status is afforded to Lnug citizens as of their 61st birthday. This status also means the taxes are reduced to half of the common citizenship amount.
(1.5) A person can be accepted into the Lnug nation gaining Lnug citizenship if they hail from a region where the Lnug diaspora is known to have significant standing including from the following nations or nationstates: Abenaki, Barbados, Beothuk, Cape Verde, Innu, Jamaica, Maliseet, Métis, Mi'kmaq, Peskotomahkati, Pαnawάhpskewi, Sierra Leone, U.S. state Louisiana creole.
(1.6) Additionally a non-Lnug person can have full acting citizenship status within the nation so long as they are legally married and remain married to a Lnug citizen. Upon divorce acting Lnug citizenship is automatically and immediately revoked.
(1.7) Lnug Citizenship revocation is only enacted under two circumstances:

Once the (P)LNC or a body officially recognized by the (P)LNC identifies a citizen as having betrayed the Lnug nation or the (P)LNC itself.

Once a Lnug citizen fails to pay their tax to the (P)LNC for Three consecutive Lnug-calendar months citizenship is revoked. Loss of benefits ends at the same month as the last payment following the previous year.
The Lnug Government 2.0
The governing body of the Lnug nation is called the “(Preliminary) Lnug National Council”, or by its acronym “(P)LNC” for short. The official Language of the Lnug nation and of the (P)LNC is “Lnuismk”, which is the traditional language of the Lnug people since time immemorial. The operational language of this text and the (P)LNC, is and will continue to be “English'' until the Lnug population is composed of 50% Lnuismk-speakers. The government is defined as an Egalitarian, social-democratic, gyno-mentorial nexus. It is “egalitarian” in that all citizens are afforded the same access to all benefits albeit at different times in life. It is “social” in that the economic guiding principles state both: “No one can do everything, but everyone can do something”, as well as “To each according to needs from each according to abilities”. These social principals lend themselves to the notion of servicing the needs of the majority of the nation over the desires of the minority of individuals. These notions impose merit based financial regulations to the resolution of ending mass exploitation. The government is fundamentally opposed to the notion that “everything is worth what its purchaser will pay for it”, neither the nation nor our ethics are for sale. All laws pertaining to Nnu’Sqaw, Naganus, & Saqmaw are obligated to reflect that statement. “Gyno-mentorial” refers to the direct role the Kisigui’sgaq (or clan mothers) play in guiding the moral progression of the potential future Saqmaq. These Kisigui’sgaq choose the heir & are the only people who may end his term of service to the Lnug. Lastly the (P)LNC is a restorative government, defaulting to the traditional approach wherever clearly discernible.
(2.1) The (P)LNC is composed of a total of seven Nnu’Sqaw, or Naganus. These 7 are including a Saqmaw or in addition to a Saqmaw. With respect to the discretion of the Saqmaw. Traditionally the council operated under the requirement of consensus.
(2.2) Saqmaw Definition. The Saqmaw is the official leader of the Lnug government and nation. The term itself is said to mean the “first among equals”, emphasizing the humility of the respected position.
(2.3) Nnu’Sqaw, or Naganus definitions. These are the feminine and masculine versions of each other respectively. The term means respected leader of the community and is the title given to female and male council members respectively. The term is believed to be drawn from the term “Nagaset” meaning “sun” who is the leader of each day.
(2.4) Obligations & Aims of the PLNC

The PLNC is obligated to afford the Lnug people the necessary components and organization to supply them with Lnug Citizenship.

The PLNC is obligated to embody a population of no less than 2000 citizens before its mission can be considered complete; at which point the body can disband.

Once the objective of 2000 citizens is realized the PLNC is obligated to hold fair and democratic elections for the population, electing a Saqmaw, along with 6 or 7 Nnu’Sqaw, Naganus onto the first LNC (council).

Once elections are complete and the 1st LNC (council) is sworn in the PLNC will automatically and simultaneously be disbanded.
Aims include:

Completion of the first L’num’tgi, Lnug population census.

Implementation of Lnuismk language restoration program.
-
Restore thirteen Kisigui’sgaq (or clan mother) cultural-political system.
-
Establish an official capitol building and official municipality.
(2.5) Obligations of the LNC

As its first act the LNC will have to ratify this document, the “Lnug National Manifesto” making whatever necessary edits are found to be required on behalf of the Lnug nation. In doing so the LNC will be establishing the “Lnug National Manifesto” as the “Lnug National Constitution”.

The LNC will have to establish a canonical and phonetic Latin script Lnuismk lexicon dictionary within the 1st three years.

The council will need to identify the Kisigui’sgaq (or clan mother) within the first four years of leadership.
-
Establish new L’num’tgi districts boundaries for the totality of L’num’tgi.
-
Liaisons with other indigenous nations of Mikjikj-Mniku (or Turtle-Island) establishing official recognition of our nation with these indigenous nations, and with nations beyond Mikjikj-Mniku.

The LNC will have to formally engage in negotiations with the ni’kmaq vassalage governance of the Mi’kmaq within the 1st seven years of operation. The optimistic goal of which is to bury the hatchet and end Kji-Saqmaw Maulpetuk’s schism, uniting us as ni’kmaq once more.

The LNC will have to formally petition the vatican to permanently and unequivocally repatriate all of its sacred heritage items within four years of operation.

Additionally the LNC will have to sequentially begin to instigate these policies as active projects within its first year of operation.
Energy Policy 3.0
The LNC must supply every significant grouping of its citizens with at least 25% of its electrical energy demands. The LNC must work to supply 100% of a local citizenry All electricity produced by the LNC must be from renewable sources. These sources shall always be varied as to prevent shortages. Water Security Policy 4.0
The Lnug have always maintained an insatiable relationship with water. We are its defenders, its sustainers and have always considered it our most precious resource. Traditionally ours was a thalassocratic civilization. A civilization whose trade, transportation and very worldview relied upon the water. It becomes obvious why water was used against us to bring about our already vulnerable downfall. From damming waterways to bury towns beneath murky ponds to, to contaminating groundwater on condensed indigenous designated lands now more than ever we need water security and water warrior defenders.
4.1 Thus two 2 months secure & untainted emergency drinking water shall be a mandatory responsibility for the LNC to maintain for all citizens.

All Lnug have a right to a subsidized elementary education, as well as continued adult occupational education. The aim of elementary education is to first develop youth for primal independent survival. 9.1 Parental Leave
9.2 Feminine Familial Leave - In the long tradition of Lnug maternal support the a pregnant mother may request support leave for a total of 3 familial mothers as Feminine Familial supports for a total of 6 months from the 6th month of conception to 3 months after the expectancy date. These mothers may be direct relations of adoptive or biological nature. Including a mother, grandmother, sister, or any of these relations through marriage.

Valedictory Policy 11.0
Valedictory is any and all policy pertaining to how the LNC government treats our deceased.
(11.1) The LNC shall set aside land for the burial all Lnug citizens.
(11.2) The LNC shall provide a burial plot free of cost on behalf of every Lnug citizen,where required.
(11.3) The LNC shall keep a record of the deceased’s Full name, time and date of death, cause of death, all known biological offspring. Place of Birth and place of death. As well as maiden name.
